Iran’s rules for tourists
To define a tourist in a general way, it means that a person who travels to another place in a defined period of time. Note that the purpose of travel should be to spend leisure time only, and travel that is done for work and other matters like this cannot be called a tourist trip and a person can not be called a tourist.
In all laws, tourists are considered to be citizens of foreign countries, so there are rules for tourists that have been specified by the legislators in each country. Some of these rules in Iran include: respecting the constitution of the Islamic Republic, observing the laws of the Islamic Republic as long as they stay in Iran, observing the traffic laws, not interfering in political issues, not having ill will towards national property such as cultural heritage, respect for all manners and customs, having a good relationship with Iranians during their stay in Iran.

Tourists cannot take any equipment as they wish out of the country. Examples of the equipment they have the right to take out are: a photo camera, a video camera, personal jewelry, a pair of binoculars (note that cameras are definitely considered essential tools of a tourist), a music device that can be carried and 3 kilograms of caviar that has the seal of fisheries department.

Countries that do not require a visa to enter Iran: If you are the citizen of Syria, Turkey, Lebanon, Azerbaijan, Georgia, Bolivia, Armenia, Oman, Egypt, Venezuela, Malaysia, and China, you can stay for a certain period of time and travel to Iran. Citizens of Syria, Turkey and Armenia can stay up to 90 days, Georgia for 45 days, Egypt for 20 days, Lebanon and Bolivia for 30 days each, Republic of Azerbaijan, Malaysia, Oman and Venezuela for 15 days each, and citizens of China for 21 days. Today, they can stay in Iran without needing a visa.
These conditions will include travelers who enter Iran only from their own country. Otherwise, they must apply for a visa to enter Iran.
In order to extend the duration of their stay in Iran, they can submit their request after visiting Iranian consulates or embassies. Also, if they are in Iran and wish to extend their visa, they can go to the immigration department of Iran police and submit a visa extension request.
Please note that: Chinese nationals can stay in Iran for 21 days without a visa if they intend to enter Iran with a tourist visa. (Citizens of Taiwan will not be included in this law).
Citizens of the United States, England, Ireland and Canada will only be able to get Iran tourist visa if they travel in Iran as a tour. In the meantime, American citizens, apart from the requirement to travel in the form of a tour, must travel with one of the tour leaders approved by the cultural heritage, the Ministry of Foreign Affairs, and immigration department of Iran police. The travel plan of the nationals of these four countries must be clearly defined, things like accommodation, attractions that will be visited, the exact date of arrival and departure, and in some cases the intended routes for traffic must be mentioned.
Citizens of the United States, England, Canada, Iraq, Colombia, Jordan, Somalia, Afghanistan, Pakistan, Bangladesh, Sri Lanka, and Scotland are not eligible for airport visas. And they must go to Iranian consulates or embassies to stamp a visa in their passport and get an Iranian visa.
Citizens of two countries, Bangladesh and Afghanistan, can apply for a reference code from travel agency only if they have a residence card or a passport of a country other than their own. Otherwise, the citizens of these two countries must go to the nearest Iranian consulates or embassies to apply for an Iranian visa.
Apart from the exceptions mentioned, nationals of all countries need a visa to enter Iran.
